Projections Analysis on South Sudan Crisis 2013-2015!

June 2, 2015( Independent Journalist)-Absolutely South Sudan, the world’s youngest nation, is embroiled in a conflict that began as a political dispute but has been intensified by pre-existing ethnic tensions. The number of casualties and refugees is straining SPLM in government, SPLM in opposition and international humanitarian efforts rapidly.
Hence having contextualized the geo-politics within International System and the political ideology behind the United States involvement indirectly in South Sudan conflict, I would term it as real and absolute interest even though many people sometimes confused by the standing point of US in the ongoing crisis in South Sudan.

There has been a lots of agreements signed between the two Countries regarding how to exploits South Sudanese people which the opposition and government of South Sudan officials are not aware about.
The current crisis that has resulted to current civil war among South Sudanese was an objective of President Salva Kiir and his counterpart Museveni of Uganda, the only dictator in the horn of Eastern Africa region. Most of the people are not inform yet about what has been going on between Uganda government, South Sudan and United States but to other who read different foreign policies and how they are applied in International Arena, you will realize that Americans foreign policy is all about tactical exploitations and Uganda as well.
Surely, for your information, the Uganda People Defense Forces (UPDF) might not return back to Uganda soon due to my own judgment unless otherwise if miracles arises from heavenly God of Universe. Most of Uganda troops die in huge numbers within South Sudan territory as well. It will not be easy for Uganda Government to withdraw troops when most of them have departed to heavenly father.

Most Ugandans members of Parliament are always calling for withdrawal of their troops and M7 is very quite due to the fact that, he knows if he accept the withdrawal then his people might question him of the missing numbers of troops.
The agreement between Uganda government and South Sudan is what has destroyed the Republic of South Sudan politically, economically and socially.
Hence, the crisis that emerged among the top Sudan People Liberation Movement (SPLM) members in 2013 was not emergency as some people assumed but was strategic work plans for five years that was just fulfill in 2013 December after the party members put accusations on the Chairman of the party Comrade Salva Kiir Mayardit and eventually lead to the massacre of Nuer civilians in Juba intentionally by the Dinka Council of elders and their allies.
The strategy of Nuer Massacre was a design tactics and strategy of diving and get what is good for an interest and all these political manipulations culminated from President M7 and Council of Dinka Elders. Culprits or political sycophants who destroyed Government of South Sudan under Comrade Salva Kiir are all from (Bor County) where Kuol Manyang, Makuei Lueth and elements like Brigadier Malaak Ayuen, Philip Aguer might have come from. All those mentioned personalities are always working for the down fall of President Salva Kiir Mayardit since before Independence of South Sudan in 2011 up to date.
More interestingly, Uganda government deceived Americans by telling them that, sending troops in South Sudan is to control the Genocide and fulfill Humanitarian assistance. Logically what kind of assistance could Uganda people give to South Sudanese?
However, people may have asked what is the interest of United States within South Sudan? The answer is the economic agenda, whereby the Obama administration is trying politically with all momentum for the Unites States oil companies to take the lead in the oil explorations and to control eighty percent (80%) of the economy of South Sudanese indirectly. Are you aware my fellows South Sudanese?
United States foreign policy and foreign aid has been the subject of much debate, praise and criticism both domestically and abroad. Since the crisis of South Sudan emerged in December 2013, most of the United States officials were of the view; the crisis must be end soon. Where is soon they have been talking about? Who is manipulating peace talks? Who is the double dealer within this current crisis? Absolutely, Americans people are in position of achieving something!
The foreign policy of America is all about to exploits other countries unknowingly. Are you informed that a tactical manipulation is what is being use by United States?
The foreign policy of the United States is the way in which it interacts with foreign nations and sets standards of interaction for its organizations, corporations and individual citizens.
The officially stated goals of the foreign policy of the United States, as mentioned in the Foreign Policy Agenda of the U.S. Department of State, are to build and sustain a more democratic, secure, and prosperous world for the benefit of the American people and the international community.
After contextualizing , the theory of United States foreign policy agenda, it is very clear that each and every country globally should benefit Americans people indirectly, politically, economically and socially, whether we like it or not.

Surely, United States of American interest in South Sudan is only economic and because of that, the conflict has taken one year and half where most of Americans divided on who to support from President Kiir side and Dr Machar insurgencies. Well the reason why the ongoing conflict is not yet resolve is due to unwillingness from the both opposition and Government of South Sudan for not signing the deal but in other ward, Obama administration is using a delay tactics as well to make what is called “evaluation mechanism” trying to bring person of their interest in to leadership of South Sudan and all these are based on oil revenues that could benefits United States government through their investment initiatives and oil companies. What a disgrace?
Why United States is not pressuring the two warring parties?
The only reason why the war is still going on and will still escalating further is due to United States and Uganda government.
The administration of President Obama have realized that both Dr Riek Machar and General Salva Kiir might not fulfills their interest in one way or the other and therefore lead to withdrawal of the mechanism that was supposed to be use to bring peace in South Sudan.
The solution for peace is in the hand of international Community and their partners but they have observed both Dr Machar and Comrade Salva Kiir will never fulfill the interest of Americans people. Obama Administration is using President M7 of Uganda as the agent who always initiated the Americans interest and that is why he is in the leadership for decades in Uganda.

The Democratization and human rights initiatives of US are just word of attractions and persuasion or rhetoric.
Dr Machar is not willing to fulfill the interests of Obama Administration incase if he comes to power since his ideology is all about , reforms and democracy through consultations of public opinions. Americans People don’t see the benefits that they might get if Dr Machar becomes the leader of South Sudanese.

Dr Machar having a British background educationally is an issue as well. There are different assumptions that if he becomes he might fulfill the interest of United Kingdom (UK) mostly then United States interest.
International community as well has been in forefront advocating for G10 SPLM Members but afterward, they have realized that, most of the people within the group are the one who stolen the millions of dollars when they were in the government and they have carryout small consultations and the general public views is very low toward the group.
The Obama administration has not yet identifies the right person to take over from Salva Kiir Administration but identification of who to fulfill the interest of US is becoming another long war that needs good analysis and judgmental mechanism at this time otherwise war will be there for years and years in South Sudan.

The current war of South Sudanese will not end very soon because for International Community to identify their allies within the country will take another two to three years in order for peace to come.

Whoever is saying President Kiir and Dr Machar are not willing to bring peace to South Sudan are very wrong.
The problem is with International Community that always organized private meetings among the two groups and whatever they discussed with SPLM in opposition and SPLM in government is totally different.
Different consultations have been going on between Americans Politicians and Government of South Sudan as well Opposition under the Leadership of Dr Riek Machar but they have not agree up to date and that is why no peace talk for almost a month and let it not surprise audiences if coming roundtable talk will not bring peace in the Country.

The SPLM in Government and SPLM in opposition have not yet realized that they have been misled by the international community.
Only God will bring peace to South Sudanese not International Community. International Community are the very people who are benefiting from the current crisis, different International Organizations including UN agencies got filled up by the International Community in all the working stations within South Sudan, for example in UN POCs they are the one working, outside they are the one working.

Who told you they are looking for peace? Where will they get resources if peace is signed between the two warring parties?

The only option for them to survive is to disorganize South Sudanese and exploits the Country resources for their own investments and interests.
God bless you all!

Dr James Okuk Should See Neurologist!

By Peter Gai Manyuon,

Manyuon Photo

March 26th, 2015 (Independent Journalist) -Dr James Okuk got his PhD from University of Nairobi in December 2009, where his thesis was” Justice and Poverty Reduction in South Sudan” a research that was criticized by most of the South Sudanese intellectual globally due to the fact that, his work lacks substance for people consumption globally and South Sudan respectively. Dr James Okuk has been a bodyguard of Dr Lam Akol since then until the time he became a PhD holder.

He is the small boy of Dr Lam Akol since the time Lam brooked away from the Sudan People Liberation Movement (SPLM) and formed his party SPLM-DC. When Dr Lam Akol went for exile (he) Okuk became so critical to the government of South Sudan and he was called to answer questions relating to why he criticizes President Kiir on the Media http://www.southsudannewsagency.com/news/top-stories/dr-james-okuk-to-appear-in-court-for-criticizing-president-kiir. He was among the target analysts that talk always for voiceless. The question is; what happened to Dr James Okuk now days?

Hence, after President Kiir allows Dr Lam to come back to South Sudan in 2013, Okuk became a good friend to the government of South Sudan up to date. What category of people can we classify Okuk in South Sudan? Is James Okuk an Independent scholar or a follower of Dr Lam Akol?

Well; after reading article of Dr James Okuk on Sudan Tribune website I was very concern when contextualizing the content of the piece of his article. I as well took my time reading his narrations up to the end and I never get an intellectual analysis but rather I got only lies, hilarious or rollicking words that lack intellectual dynamism but he is pleasing Juba regime through using amusing statements . What a disgrace?

Why responding to James Okuk this way?

Hon. Stephen Par Kuol wrote an educative article on 23th of March 2015 titled “The fallacies of bashing both sides in South Sudan Conflict” http://www.sudantribune.com/spip.php?article54367 and in the summary content of the article ,diplomat Kuol mentioned about Nuer massacre in 2013 December and etcetera.

However, there was immediate response from James Okuk who claimed to have been a political analyst and a lecturer at the University of Juba- South Sudan. On 24th of March 2015 (he) Okuk wrote article titled “Justifying the Fallacy of bashing both sides in South Sudan Conflicts” http://www.sudantribune.com/spip.php?article54385 and in the content of the article (he) Okuk acknowledged that indeed target killings took place but he denied the catastrophe from being refer as genocide and as well denied that those who got killed were from different tribes of South Sudan not Nuer civilians only.
What a great lie?

Does Okuk know the definition of the word “Genocide” or he is a PhD holder by default? To remain James Okuk once again, genocide refers to the deliberate and systematic extermination of a national, racial, political, or cultural group or it can be defined as the deliberate killing of a large group of people, especially those of a particular ethnic group or nation.

In fact, if we don’t refer what happened in Juba as genocide, which word will be use to define the recent killings of thousands of Nuer civil population in houses due to their ethnicity. I think Dr James Okuk might be under pressure when writing the article or he was forced to write in order for him to be look as Juba Intellectual by President Kiir political sycophants, political orphans and thieves.
Nonsensical statements should be avoided this time by people like James Okuk!

Truly speaking my dear countrymen and ladies, Dr James Okuk should go for check up or see Neurologist to find out whether his brain is in well position or he is having infectious mental disorder that is disturbing the gentleman. Where on earth will you find a PhD graduate talking like a mad person or a child of three years? Accept in South Sudan where some people claims to have read books while their psychological blackboards are empty upstairs.

Absolutely, after reading the article I decided to doubt the intellectuality and thinking capacity of Dr James Okuk in Juba or wherever he might be at the movement and I don’t think I will ever agree with whatever he will write in the media again since he is not objective enough.

Obviously, I came to know James Okuk recently in the Republic of South Sudan. James Okuk has been writing objectively before the crisis of South Sudan emerged on the 15th of December 2013 whereby Nuer were massacre in thousands in Juba. Surely most of the people globally are aware of the number of civilians got killed due to the fact that, they were from certain ethnicity in South Sudan. Who is Okuk to deny? If world admitted and government of South Sudan accepted, then who is Dr Okuk to talk nonsense?

More so, all South Sudanese people have admitted that people were killed in Juba by some group of “village boys” that were instructed by the top leadership of the government of South Sudan.

Who is James Okuk to deny the massacre of the Nuer Civilians? Is Dr James Okuk mind safe from disorder or something is disturbing Okuk?
In conclusion, primitiveness is about eighty percent (80%) in the Republic of South Sudan, people sometimes think negatively about other or went someone lack something to eat, once begin to think for new avenues for survival. Very disappointing and disgraceful scenario!
God of heaven should help South Sudanese this time!

Journalism is not Terrorism or a Criminal act but Profession for enlightenment!

By Peter Gai Manyuon

Manyuon Photo

February 2, 2015 ( Independent Journalist) -Journalism is gathering, processing, and dissemination of news and information related to the news to an audience. The word applies to both the method of inquiring for news and the literary style which is used to disseminate it.

However in the Republic of South Sudan, Journalism is taken as the threat, terrorism or criminal offence by President Kiir and his entire government from national and state levels. Journalists ended up being killed on daily basis or yearly in the Country. What a disgrace?

In a democratic society, however, access to free information plays a central role in creating a system of checks and balance, and in distributing power equally amongst governments, businesses, individuals, and other social entities. Access to verifiable information gathered by independent media sources, which adhere to journalistic standards, can also be of service to ordinary citizens, by empowering them with the tools they need in order to participate in the political process but in reality, Journalists are look as Terrorists, criminals by the Government of South Sudan. Very disappointing scenario!

Journalism is not terrorism or a crime but it’s the unique profession that highlights the wrongs and good things societies/individuals do on daily basis. There is no Country that could work effectively without Media in place; it’s through Journalism as the profession that helps in disseminating of information to globe and societies.

Moreover, Killing of Journalists in South Sudan yearly is not the solution for the current problem that was initiated by the group consists of hooligans; self-proclaimed leaders that are half way educated but rather it will increase the weaknesses of the state from International arena perspective, which indeed is becoming justifiable.

However, Killings professional Journalists of reporting realities, factual about the government, is absolutely abuse of the Transitional Constitution of South Sudan 2011, human rights and dignity of South Sudanese people. Fact must be said my dear countrymen and ladies!

Hence, according to different reports, the journalists killed in an attack in Wau last month January were; the Director for Raja Radio station, Musa Mohammed, popularly known as Musa Abu Elkalam, South Sudan Television (SSTV) Photographer, Boutros Martin Khamis, Raja Radio Journalists Randa George, Musa Adam, and Dalia Marko respectively. In fact, what shows that, there is government in place in South Sudan? Is that government for people or individuals or for family?

True speaking, this is a well calculated strategy by the government of South Sudan to eliminate Journalists in that way. Each and every year, there are reports about killing and disappearance of Journalists in South Sudan. Frankly Isaiah Abraham was killed intentionally in December 2012 at his residence at Gudele by Juba security.

Who can deny the fact that South Sudan is a failed state number one globally? How can Journalists be killed intentionally by their government frequently? Are there no institutions that protect the rights and lives of Journalists globally? And if yes, why don’t they go to Juba and calls for the Persecution of the culprits who ordered for the killing of five Journalists?

Absolutely, something must be done by all the Human rights institutions globally unless otherwise, world is celebrating the ongoing killings and persecution of Journalists in the Republic of South Sudan.

Am requesting all Journalists across South Sudan to mourn their colleagues for specific period of time!

Analysis: South Sudan Election 2015, One Man Ideology!

By Peter Gai Manyuon

Peter Gai Manyuon (File photo)

Peter Gai Manyuon (File photo)

January 18th, 2015 (Independent journalist) -South Sudan Government said on 16th January 2015, it has fully prepared to go ahead with planned elections despite the United States and other foreign countries refusing to support the ballot. South Sudan’s foreign affairs minister, Barnaba Marial Benjamin, called on the international community to work with South Sudan, describing the decision as disappointing.

On the other hand, the electoral commission head, Abednego Akok Kacuol vowed that the elections would go ahead as planned in accordance with the country’s Transitional Constitution.

He assured that the polls would be free and fair, despite criticisms from some political parties and civil society organizations who want peace prioritized before the elections.

The question, which is clicking in people minds, is; what is the reason for government of South Sudan claiming to follow the constitution when it was the violation of the constitution that has taken South Sudan to zero level internationally and regionally as per now? How can one man interest destroyed the demand of all South Sudanese people?

In reality, South Sudanese some times are comedians in nature. They sometimes said controversial things that, they don’t contextualize /conceptualize first on what might affect people in the Country in the near future. Most of South Sudanese leaders don’t think for peaceful co-existence of society but rather advocating for the dis-integrations of society in to disarrays!

More interestingly; if South Sudanese leaders especially the opposition and government have sense of togetherness, patriotism about their country, why should they unite first before elections? Very disappointing that, most of South Sudanese leaders only thinks about their stomachs not general publics!

Ideally, agenda related to the elections in South Sudan, need proper analytical thinking from all the people because it is not easy to carry out general elections when there are very many burning issues that need re-settlement at first before anything.

Logically, what kind of election could be carrying out when thousands of civilians have been displaced? What election is South Sudan government talking about when half of the population has been massacred in Juba in 2013? What will help South Sudanese in the election process when Greater Upper Nile region is destroyed by two warring parties? Who will participate in the election when thousands are under United Nations Mission in South Sudan (UNMISS) protection? What kind of shamelessness and hopelessness is with Juba government? Do President Kiir Mayardit and his cabinets have sense of humanity or their senses are lost? Is President and his Parliamentarians good mentally, psychologically or they want serious diagnosis from specialized medical doctors?

Truly speaking, if people have sense of humanity; what kind of election could be held when the entire Nation is in mess from National government to the states level? Do South Sudanese who are in the Electoral Commission have mental disorder or they are forced by something else?

The Chairperson of Electoral Commission of South Sudan is advocating for elections to be carry out soon in the Republic of South Sudan, when he is aware that, there is civil war that has been going on and still going on in the Greater Upper Nile Region and some parts in Bhar-Elgazal and Equatoria respectively.

Possibly, elections are suppose to come when two parties answers the reason of killings innocent civilians in South Sudan especially from Bentiu, Malakal , Bor and Juba where thousands have been massacre based on ethnicity by both sides.

President Kiir and his group MUST answer the killing of civilians at the International Criminal Court (ICC) first unless otherwise world is happy with the genocide carried out in Juba by (Gelweng) of Kiir Mayardit and Malong Awan who is the current Chief of General Staff of the Sudan People Liberation Army (SPLA)-Juba in South Sudan.

Obviously, the people who are suppose to face charges for war crimes, crimes against humanity and genocide in South Sudan are only seven individuals, the rests will come afterward.

But don’t ask the author about the names and titles of the seven individuals!

Besides, if elections are going to be carry out in all ten states of the Republic of South Sudan, will elections be free and fair or 2010 malpractices will happen, where Taban Deng Gai of Unity State, Kuol Manyang of Jonglei, Wani Konga of Central Equotoria, Malong Awan of Northern Bhar-Elgazal were imposed to the Citizen/publics by the SPLM government of South Sudan?

Hence, if elections are to be held in South Sudan this year as some people who are not informed upstairs are advocating for it; will elections be free and fair from the National Government to the states Government or insurgencies will increase and take over the government by forced?

In summary, no one globally, regionally and nationally is of the view of carrying out election in the Republic of South Sudan in 2015; accept some few people who run the affairs of the country as tribal, family agenda/manner to fulfill the interest of consumption of country resources in one way or the other. Very shameful scenario to be advocated for!

Conclusively; I wish Government of South Sudan should adopt evaluation mechanism to resolve the conflict with the rebels first before any agenda to do with election in 2015 June.

Analysis on Genesis of Lakes State Crisis in South Sudan (Part two)

By Peter Gai Manyuon

Peter Gai Manyuon (File photo)

Peter Gai Manyuon (File photo)

Oct 07, 2014 -According to different analysts who analyze Lakes State problem, some came to realize that the reason why President of the Republic of South Sudan, General Salva Kiir Mayardit is not willing to sack Military Caretaker Governor Matur Chuot Dhol is due to number of threats and intimidation’s from the Governor. He (Matur) is known in South Sudan context as one of notorious Military minded person that does not listen to higher authority directives since the time of the liberation struggle, between the Sudan People liberation Army/Movement (SPLA/M) and the National Congress Party of President Hussan El- Bashir of the Republic of Sudan.

After General Matur was appointed early last year 2013, there have been number of gross violation of human rights, torturing of people in the State and as well giving orders to close down businesses that are an avoidable in the world context and subsequently people abandoned peaceful. And again after realizing that all people abandoned drinking of alcohol and selling, he (Matur) came to the extent of killings people based on clans in the state. There have been a lot of revenge killings that happened within Matur family and other sub-clans in the Central County of Rumbek. What do Matur want really in Lakes state? Is he authorized to kill Civilian population of Lakes State?
The complexity of Lakes State problem is the reason why President of the Republic of South Sudan is not removing the person who is behind the killings, revenge killing and violation of the human rights within the state. When will right time come for dictator to be sack for people safety in Lakes State? Is South Sudan government very happy with the ongoing killings in Lakes State? Are there no competence politicians who can lead Lakes State communities democratically, peaceful and willingly?
Withstanding , South Sudan’s National Parliament voted Monday 23th of August 2014 and recommend to the president about removal of Lakes State caretaker military governor Matur.

Dhol was appointed to his position January 2013 by President Salva Kiir after the president ousted elected Governor Chol Tong Mayay.
The parliament recommended that Dhol be removed from office followed by a reconciliation process.

The recommendation was unanimous and came after lengthy deliberations in which lawmakers voiced support for Dhuol’s ouster.
Furthermore, last month more than eighty (80) Cueibet county residents in Rumbek Central county of South Sudan’s Lakes state have fled to churches and police stations amid fears of revenge attacks for the last two weeks, no one is sure of where they are about this time around.
Those fleeing reportedly fear they could be killed by relatives of Lakes state’s military caretaker governor, Maj-Gen Matur Chut and government of South Sudan is not talking immediate actions.
Activists have accused Dhol of indirect involvement in insecurity in the region, accusing the latter of allegedly allowing his family members engage in killings of people along Rumbek highways.
Before going further, I would like to remind us on what has been happening in Lakes state for the last one year and half. In February 2013, the Deputy of Military Governor, Mabor Achol Kuer warns Journalists and Activists in the State where he said “anyone who will report the violation of human rights in Lakes State will be crucified like Jesus Christ” Matur Deputy said.
In reality, where on earth will you find a leader talking that way? Is Lakes State curse or what is in the mind and hearts of its leaders? Is it because of Geo-cultural diversities?
Moreover, since that time up to now, there is gross violation of human rights, lost of property and lives going on and no Government who is seeing the suffering of the people of the State respectively.
A number of human rights defenders have been calling for the removal of the Military Caretaker Governor but nothing is put in to consideration by the Government of South Sudan. National Assembly have approved for the removal of the dictator of Lakes State as well Civil society but President and his Legal Advisor Telar Ring Deng have sat on the issue without issuing a decree for the removal of the gentlemen who have destroyed the human dignity of the people of the State.
The recent speeches of Military Caretaker Governor of Lakes state justify a lot to the people of South Sudan. Logically, if General Matur rebel where will he go? Will he join the Sudan People Liberation Movement in Opposition (SPLM/IO) or form his own rebellion in South Sudan?
And where will he get supporters since the people of Lakes State are not supporting him and the entire government due to number of issues that does not need exposure at this time?
Besides, it is very interesting and debatable of bringing someone who is illiterate in to the leadership in the State. Matur is among the 70% which South Sudan needs to educate at this time and one of the best way is to relive him/them to go for studies in the other Countries so that he/ they should get to acquire knowledge and expose to the world of intellectuality. Anyone who has not gone to school does not know the important of human lives and rights as well respect for the rule of law. Uncivilized human being considers people as slaves!
How do you expect someone who doesn’t know A B C D E or 12345 to lead the people in the State? Who to blame now? The answer is very simple; the regime of General Kiir Mayardit is blamable in all these messes going on in the entire Republic of South Sudan and the State as well.
You might have read through the media what General Matur has been telling the people of South Sudan. To quote his recent comment where he said, “it is not only Lakes State which has the problem only”, I remembered he (Matur) said there is insecurity in Juba Central Equatoria state, where the head quarters of the Government of the Republic of South Sudan is located. If you contextualize that statement properly, what will you conceptualize? Is General Matur going to join rebellion, if he is going to be sacks from governorship position or what will happen really? Something that needs analytical thinking!
I think that is just intimidation that does not have support from the grass root. Who will support Matur in Lakes State? None of the people of Lakes will ever support Matur in the State, accepts his wives and relatives but Republic of South Sudan should take a recommendable actions to discipline Matur before things goes worse and worse in the state.
One of the recommendable aspect that need to be observe by the Government of South Sudan is to bring in someone from Greater Yirol to be the Caretaker Governor of Lakes State because once the appointment also come from Rumbek Central or Cueibet respectively then crisis will still be more and more in the State. The good idea is to bring a peace lover person from Greater Yirol to lead for this particular period of time until general elections next year 2015 commerce as the constitution acknowledge.
Furthermore, the appointment should not be based on bringing illiterate person but rather bringing a competence, educated, influential and committed person to reconcile the people of Lakes State at this particular period of time since there are insurgencies controlling one of the greater regions in South Sudan. It is advisable for the government to take immediate action about Lakes state issue before citizens change their minds from the government of the newest state. It is very simple for the community to mobilize themselves and there after insurgencies can have opportunity to take over power unanimously, which I think is not too far from reality.
President should know that Lakes state issue does not need legal adviser to be consult. There is a need for a surprise decree calling the Military Governor to Juba and thereafter takes to Military wing and there after appointing a person of people of Lakes interest.

Bishops declare South Sudan war immoral!

September 29th, 2014 (Juba)– The Roman Catholic Church declared on Friday that the civil war in South Sudan is ‘evil’ and ‘immoral,’ saying that large-scale ethnic killing has created a cycle of fear and revenge, with perceptions that one tribe or another “deserves to rule.”

South Sudan’s Conference of Catholic Bishops concluded a three-day meeting in Juba on Friday, attended by bishops and other leaders of the Church, including the visiting Archbishop Charles Daniel Balvo, the envoy of the Pope, who heads the Roman Catholic Church.

A declaration signed by the bishops was read to the press on Friday by Archbishop Paulino Lokudu.

“We the Catholic Bishops of South Sudan… solemnly declare that the current war in South Sudan is evil, as we have said in previous messages,” reads the declaration.

“There is no moral justification for any further killing. We can accept no excuses nor conditions from any party or individual for continuation of the war. The fighting and killing must stop immediately and unconditionally. Political and other grievances must indeed be addressed, but only when the fighting is stopped,” it says.

“These issues are on the table in Ethiopia, and will be addressed in the political process. We declare before God that it is evil for any party to continue violence to try to further their political agenda.”

Atrocities

The bishops added that the war has “once again reinforced the culture of violence with which he have lived so many decades…,” adding, “human rights are still under threat, including freedom of speech. …. it has created a humanitarian tragedy, thousands have been killed and hundreds of thousands displaced.”

“Our traumatized population has been re-traumatized by atrocities,” the statement says. “Once again we declare this war immoral, and we demand an immediate end to all hostilities so that these humanitarian concerns can be addressed.”

Rise of tribalism

The bishops stated, “We call attention to the rise of tribalism as a result of the conflict. Traditionally, the peoples of South Sudan do not hate each other… Large scale ethnic killing has created a cycle of fear, hatred and revenge.”

“Our politics is become ethnic with perceptions from various communities that one tribe or other is favored, or that one tribe or another is underrepresented, or even that one tribe or another deserves to rule.”

“We condemn tribalism and repeat our earlier call for ‘one people’ from every tribe, tongue and nationality. We are South Sudanese and we call for the creation of a national identity which builds on but transcends our tribal roots and heritage.”

The bishops concluded their declaration by quoting from a Biblical prophesy that all weapons will one day be destroyed.

Analysis on Genesis of Lakes State Crisis in South Sudan! (Part 1)

By Peter Gai Manyuon

Peter Gai Manyuon (File photo)

Peter Gai Manyuon (File photo)

September 28th, 2014 -Lakes State Comprises of eight Counties and most of them are for Dinka tribes but different sub-clans perceptions are too different with each others in the state. There has been cattle raiding, revenge killings in various parts of State. Lakes state is where most cycle of revenge and cattle raiding remain since CPA was signed in 2005 between Republic of Sudan and the former rebel the Sudan People Liberation Army /Movement (SPLA/M) which was lead at first by Late Dr John Garang De Mabior before he crashed in a terrible accident that need proper investigation in the nearer future.
The genesis of crisis of lakes state is within the politicians who adopted the new civilization of divide and rule policy, which comprises of corruption, hatred and sectarianism among the people. Many senior politicians in Lakes state have nothing to do but their main aim is to dismantle the unity of the communities in the state and as well participating in confusing the community to acts negatively by inciting communal violence that has so far reduced the State population.
The ideology of hatred was introduced due to too much poverty and illiteracy in most of the African Countries where South Sudan is number one and Lakes State, have taken the lead in committing crimes that will one day take most of the politicians of Lakes to jail one day one time.
Hence, the ongoing crimes being committed by the government of South Sudan on the Lakes state Communities population has taken the image of the Republic of South Sudan to be level as the failed state in the world context. Everyone knows that, Lakes State comprises of different categories of sub-clans within the Dinka tribe and their language and culture is the same but they are having different ideological problems that emanated from the ancestors, crocks politicians and the incumbent Military Governor who is imposing illiterate ideas to the entire masses and people are not willing to work with him in the state.
Besides, Lakes state problem became worse and worse beginning from the time of John Lat who was the Governor of Lakes after the Comprehensive Peace Agreement (CPA) was signed in Naivasha Kenya in 2005. John Lat was former Chief of Military Intelligence as well participated in confusion of the community by that time. As times goes on and on, John Lat was removed and the former Deputy Speaker Comrade Daniel Awet Akot was appointed as the Caretaker Governor of the State before the Independence of the Republic of South Sudan in 2011.
Many people know that Awet Akot was a tribal leader in South Sudan context. When he (Wet) was in Rumbek as the Governor, problems came to exists in different kind of levels within the State government; sub clans and the entire State become volatile. There was killings that emerged from (Gok of Chueibet, Agaar of Rumbek and subsequently Atut of Yirol) respectively during the regime of Comrade Daniel. After he (Awet) was sacks from the position he was elected as the Deputy Speaker of the National Legislative Assembly where he deputized James Wani Igga the South Sudanese Comedian and the current Vice President of the Republic of South Sudan. More so, during the time of Wani and Awet in the National Parliament, nothing moves well for the last eight years but what they achieved was serious scandals of resources in the Parliament and preaching about hatred within the Assembly. I witnessed in one of the session in the Assembly when I was a Senior Reporter of the Citizen Television (CTV) in 2012 before I resigned to go for further studies.
In reality ,everyone is aware that the former Deputy Speaker of South Sudan’s parliament, the National Legislative Assembly and Chairman of the Sudan People’s Liberation Movement (SPLM) in Lakes State is among the people behind the crisis of the Lakes State Communities. His lack of good public Relations caused hatred among the same community of Dinka in Lakes up to date. People of Lakes state cannot fight among themselves if there is no root causes of the genesis of the scene. The problem is within the opinion leaders of the Lakes State especially the paramount Chiefs, politicians, senior officers within the Sudan People Liberation Army and the President of the Republic of South Sudan for bringing in illiterate and dictator to the people of the state. How can illiterate leader bring peaceful co-existence in the society?
Briefly, Daniel Awet Akot, famously failed in his attempt to be the SPLM’s candidate for Governor of Lakes state in the 2010 general elections, he was defeated due to his tribal agenda and hatred he exerted/ imposed on the community.
Awet’s opponents claim that he was behind the decision of South Sudan’s president Salva Kiir to remove the elected Governor of Lakes state, Chol Tong Mayay, in January 2013 which to me is absolute and a factual.
By then people where asking themselves whether the problem of Lakes state was the issue of Awet Akot being the governor or it is the gene within the people of State that caused hatred among the clans and Communities. Some people justify up to now that, the serious violation of human rights that are going on in Lakes state is the influence of Daniel Awet, John Lat, Marial Benjamin, Mayom Akech, Telar Ring Deng and the current Military Governor Matur.
Lakes state’s democratically elected Governor Chol Tong Mayay was removed from power by President Salva Kiir under his constitutional powers that allow him to replace governors for reasons of national and internal security.
An election should have been held within three months, according to South Sudan’s transitional constitution but no elections are planned until the 2015 general elections but nothing was implemented and up to date there is mess, revenge killings going on in the state and the reason is that, most of the Community of Lakes want Engineer Chol Toang Mayay back in to leadership. But am not sure whether miracle can happen for re-appointment of Chol Toang or not?
Absolutely, Lakes state problem is being designed by crocks of politicians who lack what to do in the Republic of South Sudan rather they are advocating for revenge killings and preaching politics of hatred among the same communities.

Undermining South Sudanese expertise’s is Ironical!

September18th, 2014  -The recent order from the Ministry of Labor and Public Service in the Republic of South Sudan that was issued on 16th of September 2014 is absolute enough, appropriate and welcoming by the entire South Sudanese globally unless those who lack intellectual dynamism in them can disputes the Ministerial order.
Comprehensively, South Sudan as the Newest Nation in Africa has become an employment ground for all the people who came from Asia, Europe, America, India and different African Countries for the last Ten years. Most of the professionals South Sudanese who studied abroad have been pushed out from jobs due to what some people called lack of professionalism within nationals, which is not appropriate.
Hence, the ideology of under-estimating the literacy among the South Sudanese who have studied in different parts of the World is an abuse/insult of the citizen rights and obligation in the newest nation.
Absolutely, since the signing of the Comprehensive Peace Agreement (CPA) that was signed on the 9th of January 2005, there have been a good numbers of foreigners who have dominated jobs opportunities in the Southern Sudan by then and subsequently until the Independence of the Republic of South Sudan which was declare on the 9th of July 2011.
Sixty percent (60%) of the employees in the new Republic are foreigners who claimed of having skills in different disciplines. Where will you find in the whole world the number of foreigners is beyond the nationals in workplace? Is South Sudan a country of global people or for South Sudanese who have suffered for twenty one years during civil war? Realistically, did Uganda, Kenya and other part of the world help in contributing human beings to fight dictatorial regime of the North Sudan during the civil war? Is it wrong if South Sudanese Nationals are considers first at the jobs opportunities in South Sudan? Is South Sudan a Country for all East African Community or a Country which has inhabitants?
However, the number of expatriates that came to South Sudan after Independence have increased greatly due to what the World Bank estimate in their research where they mentioned the number of South Sudanese who when to school as 27% which I can term as vogues and exploitation policy of research.
Truly speaking, in South Sudan there are numerous South Sudanese citizens who always graduate yearly in different parts of the World including East Africa like Uganda, Kenya, Ethiopia and the world at large. The numbers of graduates are thousands and thousands compare to 2005 when the Peace deal was signed. Who are you to says, South Sudanese are not experts in Education system globally? Are your senses functioning really?
Are those who are under-estimating informs upstairs about the progress of South Sudanese as per education system is concern yearly?
Moreover, this issue of saying most of South Sudanese are illiterate is one way of exploiting and this is the right time for South Sudanese to disapprove claims from those who want to still resources indirectly.
Besides, the numbers of Professors, Doctors in different disciplines in the Republic of South Sudan are beyond other countries that got Independence some years back. If you want financial Analysts, Computer wizards, Journalists, Public Relation Officers, Political Analysts, Legal Experts, Engineers and different categories of experts, the newest nation have got good percentage.
I have one hundred percent (100%) agree with the order, those who have not carry out proper research about the people who have gone to school in South Sudan should take it from me, enough is enough. Some organizations like World Bank estimate the percent in their interest. Who told you the literate South Sudanese are 27%. Well, interpretation is always full of Assumptions.
More interestingly, in South Sudan, you find a hotel is managed from the top to cleaners by Foreigners, Banks as well like Equity, Kenya Commercial Bank (KCB), Stanbic Bank and many more….are being run by foreigners who call themselves experts.
And on other hand, most of International Organizations are for foreigners in South Sudan. Is South Sudan for Kenyans, Ugandans, Ethiopians, and different categories from globe?
Keys points to notes
One of the remarkable points to note is the issue of taxes increment in all part of work place can force the foreigners from working in South Sudan, if imposes on them highly. South Sudan government should come out with the new policy to charges all foreigners with high taxes so that they leave the newest nation quickly.
Restriction of giving Visas in Diplomatic Embassies can as well reduced number of foreigners working in South Sudan. Government can reduce numbers of foreigners entering South Sudan by giving instructions to the diplomatic offices to screen and increase the visas fees to 300 dollars and as well the work permits need revision.

Will South Sudanese Journalists be safe from Media bill signed in Juba?

By Peter Gai Manyuon

South Sudanese Journalists

South Sudanese Journalists

September 14th, 2014 – What will help professional Journalists in the Media bill that was signed on the 9th of September 2014 in Juba? Will government of South Sudan leave hunting for Journalists? Something that need observation properly!
After reading the news about Media Bill signing on Tuesday 9th of September 2014 in Juba Capital, I smiled a bit. And one of the reasons why I smiled was what was taking place since the Independence up to the time crisis culminated in the Republic of South Sudan on December 15th 2014.
Moreover, South Sudanese Journalists have been advocating  for the Media bill to be pass in the Parliament since the genesis of Southern Sudan government and subsequently Republic of South Sudan government but nothing materialize due to the fact that John Luk Jock who was the former Minister of Justice become the problem to Journalists and activists by then up to the time of current regime where Hon Makuei Lueth became the Minister of Information and Broadcasting in South Sudan , which I contextualized his coming took the whole country to mess due to his propagandists and lack of good public Relations and strategic mass communication.
In number of occasions comrade Makuei Lueth the Minister of Information and Broadcasting , Ateny Wek the Presidential spokesperson , Philip Aguer the Sudan People Liberation Army (SPLA) Spokesperson, Malak Ayuen the Director of Information and Public Relations within the Army and so on, have been talking nonsensical talks here and there about Journalists reporting of analyzing issues in the Country. The question is, will those different spokespersons respect Journalists rights or will still interrogates? Something that need to be look at properly by the world and different stakeholders in the newest Nation!
Hence, South Sudanese Journalists have been subjected to killings like the elimination of the Political commentator Isaiah Abraham who was killed by security agents in his resident at Gudele in Juba in 2012 December as well torturing one of Journalist Dengdit Ayok who was almost to be kill in Cairo by the group of agents instructed by Juba culprits. Realistically, where is Media freedom and expression here?
Basically, Journalists have been facing a lot of intimidation, interrogations, from Hon Makuei Lueth , Philip Aguer and the former Civil society Activist called Mr. Ateny Wek Ateny who was appointed with a decree last year which I believe shocked the world and the newest nation audiences.
Many people says, there is no press secretaries that can be appointed using a decree accept in the Republic of South Sudan where leadership is becoming a joke and eating. Something very disgraceful indeed!

After going through the sound bites of Ateny Wek Ateny Ateny where he told reporters on Tuesday that Kiir had approved the bills, which were signed into laws at 11am (local time), citing the president’s “tight schedule” as the reason for his failure to meet with journalists.
That very bite indicates lack of interest from Presidency on the signing of the Media bill in to Law.
“I know there has been some inconvenience because this (signing) should have happened in September last year, days after the parliament passed it,” he added.
However, in the global world where Media act as the watchdog, the media laws pertain to access to information, media authority and broadcasting and cooperation law.
The bills provide measures for the creation of a national, independent public service provider and the establishment of an independent body to oversee content and deal with complaints, as well protecting the right of every citizen, including journalists, to access official information.
Ideally, World must know that President Kiir Mayardit and his regime have failed totally to protect Journalists, activists and Lawyers rights.

Therefore, it is recommendable for the International Community and globe to monitor human rights violations carry on by the government of South Sudan in Juba. Truly speaking Journalists are still hiding from time to time due to the fact that, no Law that protect the practicing Journalists.
I really doubt about the bill signed in to Law, it might be a confusing document that is temporary put in place meanwhile National Security will continue eliminating Journalists and human rights defenders like Lawyers respectively.
One of the Recommendable ideas is for the Professional Journalists to stills continue addressing Legal issues and Human rights monitoring and evaluation in South Sudan no matter what might be the case in the face of dictatorial regime in Juba. It is the role of Journalists to talk on behaves of the voiceless masses that don’t know their rights and aspirations.
